Bargaining Chip?

Gov. Branstad has vetoed an earned income tax credit that benefits the working poor.You must have a job, have a family, and make less than 45,000 dollars a year to qualify and Governor Branstad vetoed it. He has allowed other tax breaks, buthe used his line-item veto on this one. What a dick! He appears to be using this veto as a bargaining chip in negotiations with the Democrats to get more tax relief for business and large property owners. Is this fair?

Earned income tax credit
My understanding is the governor vetoed an increase in the earned income tax credit, not the tax credit itself. He vetoed an increase to 10 percent from the 7 percent that it is.
