Branstad: Eliminate Isolation Cells at Juvenile Home

Governor Terry Branstad says the Iowa Juvenile Home is going to be eliminating the use of isolation cells. The Toledo facility houses, treats and educates youths with serious behavioral problems. The federally funded advocacy organization Disability Rights Iowa has been investigating allegations about the treatment of children with behavioral problems at the home, including the longtime use of isolation cells. Branstad also says the facility might be better served by private management. The home is currently run by the Iowa Department of Human Services.
