A split council decided to move forward with plans to create a city staff job within the Engineer's department. The position, classified as a Civil Engineer III, would have a starting salary of $75,000. The employee would fill in the vacancy left by Scott Meinders, who recently became the Winnebago County Engineer. Councilman Mark Taylor questioned the move, pointing to the budget and a desire to keep costs down, while Don Wilson disagreed with adding positions while "beating down" sanitation workers in the Public Works Department. In addition the the Engineering Department, city engineer Chad Schaeffer is also currently overseeing the Business Affairs and Community Growth department. Councilmen Alstott, Fritz, Patterson, and Flattery voted for the position, while Taylor, Wilson, and Hill voted against.
