Charles City Teen to be Resentenced for 2009 Murder
A Charles City man convicted of killing his 3-year-old cousin has been scheduled to be resentenced in the case in October. A resentencing hearing for 19-year-old Edgar Concepcion Jr. is set for Oct. 1 at the Floyd County District Court. Concepcion was convicted of first-degree murder in connection to the July 2009 death of Krystel Banes. Concepcion was 14 at the time of the death. Concepcion was sentenced in November 2010 to life in prison without the possibility of parole. A recent U.S. Supreme Court ruling called such life sentences for juveniles unconstitutional.
