Man Charged with Animal Neglect

THE ASSOCIATED PRESS REPORTS THAT A 21-YEAR-OLD DES MOINES MAN HAS BEEN CHARGED AFTER TWO DOGS WERE FOUND DEAD IN AN APARTMENT.  DAVID JAMES GOODBURN WAS CHARGED WITH TWO COUNTS OF ANIMAL NEGLECT–SERIOUS INJURY OR DEATH–WHICH ARE SERIOUS MISDEMEANORS.  HE ADOPTED THE PAIR OF DOGS FROM THE ARL SHELTER IN DES MOINES IN MARCH.    THE COMPLAINT SAYS POWER WAS OFF AND A STRONG ODOR WAS EMANATING FROM THE APARTMENT, WHERE THE DOGS WERE FOUND WITHOUT FOOD OR WATER.  A SPOKESWOMAN FOR THE SHELTER INDICATES THAT GOODBURN WAS FULLY VETTED BEFORE THE ADOPTION AND THERE WERE NO WARNING SIGNS OR INDICATIONS HE WOULD NOT CARE FOR THE DOGS.  STEPHANIE FILER SAID THAT GOODBURN LIVED IN THE APARTMENT AND SEVERAL PEOPLE HAD VISITED HIM AFTER THE ADOPTION.  GOODBURN IS BEING HELD IN THE POLK COUNTY JAIL AND HIS PRELIMINARY HEARING IS SCHEDULED FOR JUNE 12.
